Rachel Anne Herrera

Rachel Anne Herrera is a commissioner in the Philippines’ Climate Change Commission, spearheading its Gender and Development Focal Point System and Legislative Liaison Unit. Commissioner Herrera is a Member of the 8th Asia Pacific Adaptation Network (APAN) Forum Ad-hoc Advisory Committee and a former Alternate Board Member of the Green Climate Fund. She also served as member of the Philippine Delegation to the United Nations Framework Convention on Climate Change. As Commissioner she has spearheaded the agency’s Anti Single Use Plastic Program legislative campaign, Stories for a Better Normal weekly webinar series on sustainability and climate education, Climate Investment Forum, and national celebration of Earth Day: PINASiglang Mundo. Previously, she advised the Senate of the Philippines committees on climate change, finance, foreign affairs, and environment and worked for the passage of a number of landmark climate and environmental laws and treaties, such as the Philippines accession to the Paris Agreement. She served as court attorney in the Supreme Court, and legal officer in the International Committee of the Red Cross - Delegation in the Philippines.
