He is a Bachelor of Science in Civil Engineering graduate of the Mapua Institute of Technology (now Mapua University) and passed the licensure examination given in 1987. His government service started way back in 1988 as Statistician at the National Statistics Office (now Philippine Statistics Authority (PSA)) where he earned Masteral units in Applied Statistics under the in-service training conducted by the PSA. In January 1995, he transferred to the Department of Energy (DOE) as Science Research Specialist and later on promoted as Supervising Science Research Specialist. As Chief of International Energy Relations Section for almost two decades, he participated in various international meetings and formed part of the Philippine delegation either as lone delegate or technical support to the Secretary or to other Senior Officials on Energy. With this, he was able to establish significant networks from the ASEAN and APEC region as well as from his engagements under the UN system. He also earned MBA units at the Ateneo de Manila Graduate School. His recent engagements include the following: (1) the UNFCCC Subsidiary Body on Scientific and Technological Advice (SBSTA) in Germany, (2) the Indo-Pacific Economic Framework (IPEF) Meeting in the US and (3) the UNFCCC 27th Meeting of the Conference of Party (COP27) held in Egypt. He received a Certificate on Energy Economics at the Reading University conducted by the Foreign Commonwealth Office of the United Kingdom. In different years, he assumed as Division Chief of the Energy Cooperation and Coordination Division and in July 2023 he was appointed as Assistant Director of the Energy Policy and Planning Bureau.
